Make Enterprise Strategy Produce Explicit Resource Choices

What it means

Mature Scale strategy must change what the enterprise chooses to fund, staff, protect and stop. This milestone is reached when strategy creates explicit priorities and non-priorities across businesses, markets, capabilities and major initiatives, and those choices materially affect capital, talent and senior attention. The annual budget is not treated as the strategy by default, and last year's allocations do not automatically become this year's entitlements. Leaders can explain which activities receive more resources because they matter more now, which receive less and why, and which commitments should be challenged because conditions have changed.

What it requires

The milestone also requires institutional capacity to stop or reshape work. Major projects are revisited when assumptions change. Sunk cost, executive sponsorship and internal politics do not make an initiative permanent. Strategic discipline is visible when the enterprise can redirect resources without waiting for a crisis, a leadership change or severe underperformance to make movement politically possible.
